The intrastat paperwork

Customs barriers' abolition within EC countries, which took place on the 1 st January 1993, established the free circulation of goods, of capitals and of people. Since then the economic operators of those countries can freely transfer their goods without being obliged to submit them to customs control.

After this liberalisation there was the introduction of new procedures aimed at guaranteeing the fulfilment of two important functions which were previously carried out by the customs: taxes' collection and statistics reports of the goods entering or going out from a Country.

For such a purpose the Authorities of the member States complying with some suitable communitarian directives, have adopted some regulations aimed at disciplining the revenue and statistics aspects linked to those operations.

For the VAT fulfilment in Italy the law Decree 30.8.1993 n° 331 changed into the law n° 427 dated on the 29 th October 1993 and the law Decrees 21 st October 1992, 27 th October 2000 and 12 th December 2002 have been issued; they include the rules for the filling in of Intrastat summaries.

Those summaries make a monitoring enabling to know the volume of intra-communitarian trades, both for statistics surveys foreseen by EC regulation n° 3330/1991 and followings and for the control of the VAT payment according to what is foreseen by the Directive n° 77/388/CEE and following amendments.
